Women in Aviation Security: The Human Factor as a Key to Safeguarding the Industry

21/10/2026

As part of the ICAO Security Week 2026 in Astana, a panel discussion titled “Power of Perspective: Women, Human Factors, and the Future of Aviation Security” was held, focusing on the role of women in ensuring civil aviation security and developing professional talent within the industry.

The discussion featured Saltanat Tompiyeva, Chair of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan and Ambassador of the ICAO Global Program; Michele Merkle, Director of the ICAO Air Navigation Bureau; Carolina Bronzone, Officer
at the Italian Civil Aviation Authority; Vanda Papp, International and Cybersecurity Oversight Officer at  Civil Aviation Authority; and Wafa Abdullah Al-Obaidli, Senior Director of Oversight and Inspections the United Arab Emirates. The session was moderated by Sonia Hifdi, Deputy Director for Aviation Security, Cybersecurity and Facilitation, and Acting Director of the ICAO Air Transport Bureau.

The discussion centered on the human factor as a key pillar of the aviation security system. While modern technology and regulatory frameworks establish the foundation for protection, it is professionalism, vigilance, the ability to identify threats in a timely manner, and sound decision-making that largely determine the effectiveness of security measures. Participants shared their professional experience, career journeys, industry challenges, and opportunities for the next generation of specialists.

Saltanat Tompiyeva shared insights from her professional development: “It is essential to share knowledge and experience with the team, to mentor, to create opportunities for professional growth, and to motivate people to keep learning. My own career shows that you can start from the most entry-level position. The key is to continue learning, hold yourself to high standards, maintain professional integrity, and be ready to take on responsibility.”

Special attention was given to skills development, knowledge sharing, and creating conditions that enable women to fully realize their professional potential in aviation security.

“Modern technology has become a great entry point into the aviation industry for young people. Hiring often requires prior professional experience; however, in fast-evolving fields like digitalization and cybersecurity, specific skills, knowledge, and the ability to adapt quickly to new technologies are increasingly important. This is precisely where young people have immense opportunities,” noted Vanda Papp.

“The United Arab Emirates is implementing a three-year program called 'Future Aviation Industry Professionals.' It focuses not only on professional training for young specialists, but also on personal development and decision-making in everyday tasks. Both men and women participate in it,” shared Wafa Abdullah Al-Obaidli.

Michelle Merkle, Director of the ICAO Air Navigation Bureau, emphasized that women bring a unique perspective and approach to problem-solving:

“That is why I strive to create spaces for sharing experience. We have an informal community to support and empower women. ICAO is home to incredible professionals who have reached extraordinary heights in their careers. We gather to openly discuss the issues that matter to us.”

Concluding the session, Sonia Hifdi noted that women possess a rich emotional perspective and varied approaches to challenges. Knowledge transfer, professional competency development, and expanding career growth opportunities are fundamental to building a resilient, long-term aviation security system.

The discussion reaffirmed that an effective aviation security system relies not only on technology and standards, but above all on people - their expertise, responsibility, and ability to act together.
